Summary

The German Chemical Act requires the competent authority for biocides to make information on "physical, chemical and other measures as alternatives for the use of biocidal products or for minimization of their use available to the general public. In the scope of the project, a feasibility study supporting this information requirement was carried out. The aim was to compile the very broadly dispersed knowledge and provide the basis for a future information system, whereby the different needs of the future users for information and advice was to be taken into account.

The results show that the realisation of an information system in compliance with the legal obligations which in the core consists of a web portal and print media (cross media publishing) is most suitable. Besides biocide free physical, biological or chemical alternatives, the information focus should be placed on the description of preventive measures. Despite the very heterogeneous application areas of biocidal products and the different user groups, the available information can be gathered in a consolidated structure. For the realisation it is recommended to use a content management system for managing and maintaining the information supply and the content of a website. An operation concept, which envisages the appointment of a steering group working under the authority of all involved competent authorities, should be implemented. At the same time a quality management system following ISO 9001 should be established. For some application areas an information system only based on the internet is not sufficient to reduce the existing information deficits of the involved actors. Here the internet can, however, be used to address multipliers. Therefore target groups and information content should be determined for each application area of biocides separately and in close cooperation with the stakeholders.
