Summary
The Chemicals Act and the Hazardous Substances ordinance prescribe, that biocidal products must be applied appropriately and according to the principles of good practice (GP). In the framework of the research project, for the first time an overview of the use of biocidal products in Germany was created by elaborating a ‘brief expertise’ for each of the relevant 20 biocidal product types. These expertises, among other things, present information on the active substances, application-areas and –techniques, as well as existing regulations for the respective product type. Based on an analysis of existing GP-descriptions, a GP-structure proposal was made, in which general principles, procedural protocols and criteria of biocide use are described. More in-depth work for 3 product types revealed that the application patterns can be so different even within one product type, that an operation-oriented description of the GP is more useful than a comprehensive one. Additional instruments for a proper usage of biocidal products and adherence to GP, especially the licensing of equipment, waste disposal, training and risk communication, are described. It turns out, despite deficits in available professional knowledge as well as in its application in practice, that the development of GP for the use of biocidal products is possible with the participation of practitioners and experts.
